Abstract The paper aims to provide an overview of the major opportunities and challenges of the fourth phase of globalization, characterized by a high level of economic and geopolitical complexity and uncertainty. AI holds tremendous potential in enabling progress in all segments of society. Rapid technological change raises urgent questions around equity, transparency, privacy and security. And while the technology governance debate is often framed around the trade-off between national security and personal privacy, a growing issue is the dominance of technology firms in the marketplace. Surveillance capitalism challenges democratic norms and departs in key ways from the centuries long evolution of market capitalism. There are many positives to technological development, but technology and AI should be designed and used in ways that respect mental autonomy, maintaining the freedom to think as we wish and to make up our minds free of hidden influences.
