Abstract The article attempts to explain and justify the need to undertake diagnostic and preventive measures in the fight against a pandemic, based on a probabilistic decision-making strategy. Important premises for the possibility of limiting, thanks to their application, by institutions and organizations, the risk and threats related to the coronavirus were indicated. The main attention was focused on the health care system, including medical personnel, as well as institutionalized and selfless help provided to those in need. The author emphasizes the role, on the one hand, of central and local government administration, which try to limit the spread of pandemic risk, and, on the other hand, emphasize the importance of applying pandemic thinking strategies in terms of values, challenges and experiences that may be useful not only in relation to subsequent waves infections, but also in situations that will require effective crisis management with elements of hybrid warfare. The results of the conducted research based on the analysis of existing data indicate that a better understanding of the socio-regulatory concept of risk and its cultural dimension is needed, as well as further improvement of the cooperation between the government administration and local government administration as part of the crisis management system.
