Abstract The article discovers the basic theoretical tenets of the theory of center-periphery relations in the context of its use as methodology of decentralization of state power and local government reform. The author proves that the real subject of decentralization should be not regions but cities that organize specific enclaves, which mobilize resources and capitals. From the standpoint of the theory of center-periphery relations, the concepts of federalization and regionalization are discussed; it is also demonstrated that the effectiveness of the state may be related to its mono-centric and poly-centric character. The necessity for the legal support of urbanization processes as a prerequisite for successful decentralization of state power is shown and highlighted.
