Abstract The aim of this paper is a comparative analysis of regional development strategies in Silesia and the Silesian - Moravian district in Czech Republic - as two regions with industrial traditions that are in transition. The key words of these analysis are innovations and learning region. The main question is whether there are references in the Polish and Czech documents favorable to the growth towards the large European region of knowledge. The aopted assumption of large opportunities for such a creation of common region of knowledge across borders, was not confirmed. There are no references to the cooperation between these two regions in the area of the strategic planning of the transfer of high technology, knowledge and human capital. There are also no spontaneous transformation trends toward a common learning region. There is no reference to the creation of a network of institutional and interpersonal relationships for changing the latest knowledge and high technology.
