Abstract The main target of the article is to present the main dilemma of risk identification. The article consists of 3 sections. The first section provides a general description of the process of the risk identification starting with the identification of risk factors and coming to a construction of a risk map at the end. The second part is devoted to describe a set of factors that makes the risk identification imperfect. The analysis of selected examples of failures of the risk identification makes up the third part of the article. In the last part are the final conclusions of the analysis. The first of them there is a statement that the process of the risk identification should consist of 4 parts: a building of the checklist of the risk factors, analysis of their impact on the business targets, structuring of the risk database and creation of the map for the future risk cases. The second conclusion was that the quality of the risk identification process heavily depends on 5 factors: unlimited number of risk cases, limited resource of human concentration, dual mode of human thinking, fallibility and the different attitude to the risk. The final conclusion is that the risk identification is extremely difficult due to the a/m factors. Its perfection is even sometimes impossible to achieve. Despite of many potential failures every attempt to identify any riskis valuable to the economic activity because it always supports any economic activity with knowledge, economic forecasts, managing tools and information.
