Abstract The article concerns the specificity of changes happening to Polish public administration in recent years. The changes arise from the particular link between administration and politics. The selected aspects of civil servantspoliticians relation that may have an influence on the process of changes in administration has been presented. The article synthetically introduces the evolution of the Polish civil service (functioning at government administration institutions) and the current state of this service. Two following issues concerning human resources management at civil service have been assessed: changes in rules regarding filling the higher positions in government administration and new particular rules for civil servants’ responsibility. The article also comprises the conclusions and suggestions about the changes of the issues mentioned.
