THE CONCEPTION OF GOVERNANCE AS A NEW PARADIGM IN MANAGEMENT OF REGIONAL DEVELOPMENT

Abstract With the growing debate on governance a few specialized research areas were established, including regional governance. This concept defines a complex structure of the management structure in the region. The concept of regional governance (translated into Polish: multi-level governance and management at regional level) means a form of self-government at a regional level, as well as complete control by the market and the state. Regions in the concept of regional governance are not organizations, but areas of action and are defined by specific issues relating to the functions. A characteristic feature of multilevel governance at a regional level - apart from the geographical perspective - is that it is a form of self-regional-management, which is based on voluntary co-operation and is not included in the framework of formal rules and not limited to the part of traditional systems (policy / administration, economy, society). This is where the solutions to specific problems requires the cooperation of public, social and private actors. The following article presents the key issues related to the concept of governance. Special attention will focus on issues related to regional governance. Furthermore, the practical application of the concept of governance will be explored in the basic domestic institutional and legal documents and recommendations, which may be helpful in implementing the conceptual framework for the political-institutional praxis.
