Abstract Methodological tools for the regulation of labor resources at the micro level of the national economy of the Republic of Belarus can be represented as the formation of the institutional framework for the use of human capital through a contracting system. This idea is justified by the fact that the contracting mechanisms in the conditions of innovative changes allow not only to adequately regulate the number of used labor resources, but also to make their qualitative allocation in the context of the technological innovations of the organization. The methodology of contracting (the contract system) allows: firstly, to fully use the mechanisms of economic coordination in the organization and secondly, to create intracompany rules and procedures governing personnel management. These opportunities contribute to the formation of an institutional personnel environment at the micro level, which allows efficient use of labor resources.
