PROFESSIONALIZATION IN THE RELATIONS OF DISPOSAL GROUP WITH A PUBLIC ADMINISTRATION

Abstract The authors of presented text performed the analysis of negative social phenomena possessing a universal character, occurring in Poland. The process of their appearance is defined as creation and improvement of partiocracy formation as a new formation of democracy. Its main attributes focus on overtaking and centralizing power by party leader who is not performing any functions having an impact on legal, executive and judging authority. The tools by which this formation manipulates with moods, opinions and assessments are public media. It is worth underlining that in the feudal system having castles and palaces decided about social position. In the capitalism a valid role is performed through capacity of investing on financial markets. But in partiocracy formation a deciding role is performed by owning close relations with the party leader who won a victory in recent elections. The authors suggest the need of returning to meritocracy concept. This concept is a good plane of professional cooperation and coordination of public administration with disposal groups. The authors also indicate rich literature and how crucial it is for the national and international security.
