Abstract Summary: In the 12 years of EU membership, Poland paid to the EU budget of 39.1 bln EUR, while flows from the EU to our country (both public entities and private, which implemented projects co-financed by various EU funds) amounted to more than 125.7 bln EUR. This means that Poland has achieved a positive balance of net cash flows in the amount of nearly 86.7 billion EUR. The effects of EU funds for the state budget, local government budgets, and for the Polish economy are diverse. In the years 2004-2015 the importance of European funds in the state budget and the budgets of local governments (especially the voivodships) has gradually increased, the funds participate in financing of the increasing number of public tasks in Poland. The article presents the opportunities and challenges associated with it.
