Abstract The aim of the article is to identify the relationship between economy, state and society, which is to lead to the establishment of an optimal system for the development of innovation in the modern world. The starting point in this analysis is the concept of innovation. Its conceptual diagnosis leads to the identification of three basic paradigms of innovation: techno-economic, entrepreneurial and normative. They seem to show a link to the next fields of analysis: the economy, the society and the state. Through this process they are juxtaposed with the key natural law concepts of Smith, Rousseau and Hobbes.
